About Bruce Wagstaff

As former Director of Santa Clara County's Department of Social Services and Chief Deputy County Executive for Sacramento County, Bruce understands the critical linkages with human services programs and the role of counties in health policy.

Bruce Wagstaff has enjoyed a successful public service career, including executive positions at both the State and local level.  He served as the Director of the Sacramento County Department of Human Assistance, Director of the Santa Clara County Social Services Agency, and as the State's Deputy Director for both the Welfare to Work  and Children and Family Services Divisions in the Department of Social Services.  Bruce also served as the Chief Deputy County Executive  in Sacramento County, with oversight responsibility for ten county departments.
 
As a local director, Bruce's organizations were responsible for administering a wide range of human services programs and were recognized multiple times for having the highest eligibility accuracy rate in the State.  In Santa Clara County, he oversaw the successful implementation of the expanded Medi-Cal Program under the Affordable Care Act, increasing county health care coverage by over 56% in the first year of operation.  In Sacramento County he played a key role in developing and implementing the County's Ten Year Homeless Plan, resulting in a 50 percent reduction in chronic homelessness after the first three years.  He is a former president of the County Welfare Directors Association, and was a member of two local First Five Commissions.  He was also  actively involved in the local implementation of California's public safety realignment effort.  At the State level he held the lead responsibility for implementing several statewide policy initiatives, including California's comprehensive welfare reform program, CalWorks.  While heading up the CalWORKs Program, the State received federal financial bonus payments of over $150 million based on program performance, along with a 40% reduction in the statewide caseload.
 
Bruce brings an extensive knowledge of and experience with human services programs, and a thorough background in State and local agencies' operations, issues, and priorities.  He has successful experience in budget planning and implementation, as well as interacting with federal, state, and local elected representatives.  He has proven leadership and executive management skills, together with demonstrated success in developing, negotiating, and implementing comprehensive policy initiatives."
 
Bruce is a graduate of UC Davis.  He and his wife Alyson have three daughters attending three different UC campuses.  He lives in Sacramento along with a great Golden Retriever.
